Before you go
- Montenegro has no government e-visa for Indian nationals; evisa-gov.me and evisas-gov.com are commercial intermediaries, not state portals — applications must be submitted in person at VFS Global (New Delhi, Mumbai, Kolkata, or Kochi), are routed to the Montenegrin Consulate General in Istanbul, and take a minimum of 4 weeks end-to-end; brief clients early and set realistic lead times.
- The qualifying third-country visa must be multiple-entry and still valid at entry; a used single-entry US, UK, or other qualifying visa does not confer Montenegro visa-free rights — confirm entry-stamp count and expiry before assuming the exemption applies.
- Durmitor National Park charges €5 per person per day (the older ~€3 figure is outdated); an annual pass covering all five Montenegrin national parks is available for €13.50.

Getting there, permits & day trips
By air — Tivat (TIV) is the coastal gateway; Podgorica (TGD) is the capital airport. No direct flights from India — connect via Istanbul on Turkish Airlines (~12–14 hr total from Delhi/Mumbai) or via Dubai on flydubai (~11–13 hr). Dubrovnik Airport (DBV, Croatia), 1.5 hr drive away, offers more routing options including IndiGo codeshare connections.
By rail — No practical rail route from India. Within the region: Belgrade–Bar scenic train (~8 hr) is a striking Balkans overland option for a Serbia-Montenegro combo; otherwise rail is not used for tourism within Montenegro.
By road — From Dubrovnik 1.5 hr (border crossing at Debeli Brijeg); from Sarajevo ~3.5 hr; from Tirana (Albania) ~2.5 hr; from Belgrade ~6 hr. The Adriatic Highway (Jadranska Magistrala) links all coastal towns in under 2 hr end to end. Mountain roads to Durmitor have sharp switchbacks — local driver recommended.

Permits & entry — Indian passport holders require a Montenegro visa unless they hold a valid, non-expired, multiple-entry visa issued by the Schengen Area, United States (any non-immigrant category: B1/B2, F1, H1B, L1, etc.), United Kingdom, Canada, Australia, Ireland, Japan, or New Zealand, in which case they may enter visa-free for up to 30 days or until that third-country visa expires, whichever is sooner. Montenegro has no government e-visa portal accessible to Indian nationals; the official government site is gov.me, and the domains evisa-gov.me and evisas-gov.com are third-party commercial intermediaries that must not be used or cited. Indians without a qualifying third-country visa must apply in person at a VFS Global centre in India (New Delhi, Mumbai, Kolkata, or Kochi); applications are forwarded to the Montenegrin Consulate General in Istanbul for adjudication, making end-to-end processing a minimum of 2–4 weeks — apply at least 4 weeks before travel. The total cost is the consulate visa fee (reconfirm the exact amount at time of application, as it is not fixed in public sources) plus a VFS service charge of approximately INR 2,821 (~€30). No protected-area permits are required for Durmitor National Park or any standard tourist site; the park entry fee is €5 per person per day. Dubrovnik day trips from Montenegro require a Schengen visa — Croatia has been a full Schengen Area member since 1 January 2023, so a standard Schengen visa covers the visit without additional paperwork.
